That stance matters because Dowman cannot simply leave whenever another club ask. He turns 17 on December 31, meaning January represents the first realistic opportunity for an external loan. talkSPORT has reported interest from clubs, while Luton Town have already made enquiries. Rangers have entered the conversation after Ally McCoist said he would take Dowman “100 per cent” at Ibrox.
Dowman has plenty of evidence behind the attention. Premier League records confirm that he became the competition’s youngest goalscorer at 16 years and 73 days against Everton last season. He later became the youngest player to start a Premier League match and the youngest player to win the title. Arsenal also recorded him as the youngest player to appear in the Champions League.
His start to 2026/27, though, looks different. Before the Brighton defeat, his only senior appearance this season had come in the Carabao Cup, where his two goals against Ipswich provided a huge reminder of his attacking instincts. He then came off the bench at Brighton, playing nine minutes in Arsenal’s 3-0 defeat.

For Arsenal, the real question isn’t whether Dowman has talent. That part looks settled. The issue is whether he can collect enough meaningful senior minutes while remaining inside Arteta’s squad.
His Ipswich performance showed why Arsenal don’t need to rush him out. Dowman scored twice, created danger and looked comfortable operating between midfield and attack. His close control, spatial awareness and ability to attack gaps give Arsenal something different, particularly when opponents defend narrowly. Yet one excellent cup start cannot replace a sustained run of senior football.
The Brighton cameo offered the opposite picture. Nine minutes tells us very little about his development, but it does show the problem Arsenal face if regular opportunities remain scarce. Keeping a teenager around the first team has value, especially when Arteta can train him daily, but development also requires competitive repetition.
Physical growth should form part of the calculation. Dowman has extraordinary technical ability, while his defensive work and strength in senior duels still need more experience. A poor loan choice could leave him watching from another bench, which would solve very little.
That makes the destination crucial. McCoist’s Rangers idea has logic because Ibrox would expose Dowman to senior football, pressure and a physically demanding environment. Luton, under former Arsenal coach Jack Wilshere, offers another route. A possession-based side could give Dowman more touches and clearer attacking responsibility.
Arsenal should judge any offer by minutes, coaching, tactical role and squad competition rather than the club’s name. Dowman already has Premier League records at 16. The next step needs regular football that tests the qualities behind those records, rather than another headline.
