The panel also examined two other incidents from the same game. Arsenal’s own penalty, won by Bukayo Saka, was confirmed as the correct call by a unanimous vote.

“The on-field award of a penalty was supported with an initial holding action by Reinildo followed by a genuine attempt to challenge for the ball. He tripped Saka inside the penalty area.”

A separate shout for a penalty after contact between Tzolis and Mukiele was dismissed 5:0. The panel agreeing the challenge fell below the required threshold.

“The referee’s call of no penalty for a challenge by Tzolis on Mukiele was supported as correct with the contact below the threshold for a foul.”

Under IFAB’s Laws of the Game, a penalty should follow when a defender illegally holds or pulls back an attacker in a way that stops them from playing the ball. Mutual holding. Both players grabbing each other, makes that judgement far harder for a referee working at full speed.

“And on top of that, we have to go through what we’ve done today. That in my opinion is not acceptable. And I watched it 20 times. I cannot find a way to understand how we even think to give a penalty in that situation, or the way the VAR has to intervene. So I don’t know what to think, really.”
