Among the punishments for Man City for the reported financial breaches could be a points' deduction which leads to relegation, sparking a potential exodus of their star players.
However, it is added that Barca would be a more "natural fit" for Haaland rather than Madrid.
Barca have used former winger Raphinha as a No. 9 this season after missing out on signing Atletico Madrid's Julian Alvarez in the summer.
Kylian Mbappe is Madrid's main striker and it is said to be "complicated" to imagine Haaland fitting into the system.
Barcelona are reportedly closely monitoring Estevao's situation at Chelsea as he struggles for regular action under new head coach Xabi Alonso.
The 19-year-old has played just 23 minutes in the Premier League this season and his only starts have been in the Carabao Cup.
It is reported that Estevao has become frustrated with his position in the pecking order, although Sport say he is not considering a transfer at the moment.
However, Barcelona are said to be long-time admirers and are keeping tabs on the Brazilian.
Arsenal and Chelsea are both reportedly interested in signing Como centre-back Jacobo Ramon.
The 21-year-old has made a strong impression after joining Cesc Fabregas' side from Real Madrid last summer.
It is reported that there was a sell-on clause in the deal when Ramon moved to Como, as well as buy-back clauses.
However, according to AS, although Madrid have considered bringing him back, Ramon has no desire to return to the Bernabeu and prefers to focus on playing regularly.
It is reported that Ramon's progress has attracted interest from several clubs in the Premier League, with Arsenal and Chelsea the front-runners.

Bayern Munich defender Kim Min-jae could reportedly be a target for Aston Villa and Tottenham Hotspur.
The South Korea international has struggled for a regular starting role, sitting behind Dayot Upamecano and Jonathan Tah in the pecking order.
According to Bild's Christian Falk, Bayern still view him as an important player and plan talks over his future, but there is interest from elsewhere.
"Aston Villa are interested and I heard both Tottenham and AC Milan are also looking at the South Korean international," said Falk.
"In fact the three clubs in question already made contact in the summer for Kim, but in the end there was no offer.
"So, nothing concrete at the moment. I wouldn’t expect a January move or anything. "Everything will depend on what Bayern Munich will tell Kim in contract talks this year."
Joao Felix has his sights on a return to Europe as he wants to compete in the UEFA Champions League again.
The 26-year-old joined Al-Nassr in 2025 following spells with Atletico Madrid, Barcelona, Chelsea, and AC Milan.
He is under contract with the Saudi Pro League team until 2027 and has suggested that he could then look at a move.
"I don't know if that will be at the end of this season or the next, but I want to go back, play in the Champions League again and compete there again.
"It's always different. Playing in Europe, in the Champions League, against the best teams in the world gives you extra motivation. That’s definitely on my mind.
"I'm very comfortable in Saudi Arabia. I’m happy and enjoying my soccer, but it’s true that I’m also thinking about returning. I don’t know whether it’ll be next year, in two years, three or four, but I’d like to play in European competitions again."
