Liverpool are already without star attackers Alexander Isak and Cody Gakpo for the encounter due to injuries.
Instead, it's Ryan Gravenberch and Alexis Mac Allister who will start in midfield for the Reds, with Florian Wirtz playing ahead of them.
Lewis Koumas has also been selected by Andoni Iraola in what will be his first Premier League start.
City, who are set to face a hostile reception at Anfield following their guilty verdict on financial charges, are at full strength.
Erling Haaland, Enzo Fernandez and Elliot Anderson all start for Enzo Maresca's side.
Nico O'Reilly is also in over Josko Gvardiol, despite picking up an injury on international duty with England and withdrawing from the squad.
