The NFL is said to be considering making a rule change after witnessing what has occurred in college football games this season, with numerous games being marred by controversies over the game clock.

Michigan dramatically beat Western Michigan in September after a Hail Mary attempt was incomplete, only for the underdogs, Western Michigan, to believe they had won the game. Officials got together, and arbitrarily added a second onto the clock — allowing Michigan quarterback Bryce Underwood to have a second attempt at a Hail Mary — completing a 47-yard touchdown pass to steal a win.

Then, in October, Notre Dame was left furious after one second was not added at the end of the game against BYU, despite the ball appearing to have landed out of bounds with time remaining.

An owners' meeting was held this week to discuss the start of the 2026 season, with replays said to be a major talking point.

Sports Illustrated reported that replay assist was one of the main topics, while highlighting mistakes in college football as they sought to avoid such incidents in the Several of blown calls were also highlighted, including the Los Angeles Rams defensive back Josh Wallace being penalized for unnessercary roughness and San Francisco 49ers linebacker Fred Warner not being called for the same penalty — which looked to be considerably worse than Wallace's hit.

Wallace's penalty allowed the Arizona Cardinals to get into field goal range and make a walk-off game-winner over the Rams, who fell to their fourth loss of the season.

But the time added to the clock reportedly dominated the conversation, with the idea that replay review discussions would be shown to the public so that we are aware of how the decisions come to pass.

Former NFL referee Mike Pereira has blasted college officials for their blunders in recent weeks.

Speaking on the Notre Dame-BYU mistake, he said, "You have to review it. That had to be reviewed immediately.

“It is embarrassing for all officiating, quite frankly. Everybody gets brought into this, even the NFL and high school officiating, because it is such a ridiculous miss that has nothing to do with judgment. Nothing.

"I understand missing pass interference. This, especially after what happened six weeks ago (Western Michigan-Michigan incident), is embarrassing. They get one more play.”

Another note from the report is that further games outside the United States are increasingly likely, with Tokyo highlighted as a destination.
