That is according to former Everton chief executive Keith Wyness, speaking exclusively to Football Insider, who believes that the 48-year-old would tackle the cultural issues at the club as his first priority.
Howe is being heavily linked with the manager's job at Old Trafford, alongside former Bayern Munich and Germany boss Julian Nagelsmann.
Wyness is adamant that United cannot hire their next boss based on personality alone, and must instead opt for the man who is best-placed to tackle their issues.
Both Howe and Nagelsmann are considered frontrunners for the job, and the Red Devils have already explored both as an option to replace Michael Carrick.
However, Carrick still has the backing of the board at the moment and will be in charge for this weekend's trip to Chelsea.
Man United must 'diagnose' problem
Everton’s former chief Wyness – who served as CEO at Goodison Park between 2004 and 2009 and now runs a football consultancy advising elite clubs – believes that United must try to "diagnose" the problem at the top of the club before they change manager.
"This is the issue. I think they've got to diagnose what the problem really is rather than who the issue is," he said.
"There are certain things, like Eddie Howe would be more about trying to fix the culture, which he did at Newcastle quite well, and Nagelsmann's more about the concept and the way the style goes as well.
"Diagnosing what the problem is and then having a manager to fix that issue is more important than just picking a personality or whoever seems to be the best one at the time.
Michael Carrick could get until 'end of the season'
Wyness previously told Football Insider earlier this week that Carrick should be given until the "end of the season" to turn United's fortunes around.
Wyness believes that there is "confused" thinking at the top of the club, with Carrick impacted as a result.
However, he has no doubt that the 45-year-old deserves more time to steady the ship and get things back on track.
