Keith Hackett has exploded at a Premier League panel’s ruling on the controversy in Everton’s 2-2 draw with Manchester United last month.
Ashley Young had his shirt pulled by both Harry Maguire and Matthijs de Light before he went down in the Man United box late on in the four-goal thriller at Goodison Park.
Andy Madley initially pointed to the spot but after being told to check his decision again on the pitch-side monitor, the referee reversed the penalty call and restarted play with a drop ball.

KMI panel rule Madley and VAR were correct in Everton controversy
It’s now been reported that the Premier League’s Key Match Incidents (KMI) Panel has ruled that VAR Matt Donohue and on-field referee Madley were correct to rescind the Everton penalty kick on 22 February.

ESPN have seen a document with comments from the KMI Panel, who say: “The contact from the defenders doesn’t match the exaggerated fall from the attacker.”
Former PGMOL general manager Hackett has hit out at the panel’s ruling, questioning whether the people who ruled on Madley and Donnohue’s decision even know the laws of the game in an explosive reaction.
“The panel that has stated that Madley overturning the penalty was the correct decision should be ashamed of themselves,” the former Premier League and FIFA-listed referee told Goodison News.

David Moyes has overseen an incredible run of form at Everton.
“It is their role to uphold the integrity of the game and to ensure that referees apply the law correctly.
“They have done themselves an injustice and exposed their lack of knowledge of the laws of the game and its correct application.
“Perhaps we should be aware of who the people are that have made this decision.
“Was it unanimous? Did they detail how they have come to their decision?

Out of the five panelists who voted on the incident, all five voted that Madley was wrong to award a penalty kick for the shirt-pulls on Young.
However, one of the quintet thought that VAR should not have intervened because it wasn’t a clear and obvious error by the on-field referee.
No vote was held on de Ligt’s actions, only that of Maguire.
