SINGAPORE -- With a general election slated for later this year, Singaporeans find themselves increasingly inundated with government-issued vouchers, rebates and cash handouts.

"CDC Voucher Accepted here" signs are a common sight at supermarkets, smaller retail shops and hawker stands, referring to vouchers from the government's Community Development Council.
