The legal tampering window opened on Monday, but the Tennessee Titans have been working behind the scenes to figure out their free agency plan for months.
Dozens of top free agents agreed to deals yesterday, but GMs prove their worth in the second and third waves of free agency. Everyone can sign the top guys to massive contracts, but the best front offices are the ones that can be patient and find talented players who fit their scheme later in the process.
Before looking forward, let's look back at what the Titans have actually done so far.

The Titans still have plenty of time to work, but the early results have been as disappointing as fans could have imagined. The team has only filled three holes on the roster and hasn't been in the mix for any quarterback, wide receiver, right guard, or EDGE.
According to OverTheCap, GM Mike Borgonzi and Chad Brinker started this process with $60 million in cap space, so they still have plenty of money to do whatever they want with the talent that is still available.
What they don't have is an abundance of top 100 draft picks, which means that they need to get to work on filling some of these other holes in the roster via free agency.
The momentum is trending toward the Titans drafting Cam Ward with the No. 1 overall selection, which means no trade down and no additional picks. That would leave the Titans with just two top-100 selections in this class, barring a trade down.
Simple math says that the team needs nine positions filled; they can find two in the draft, leaving seven holes that need to be addressed. They can take their time on positions like right guard, but fans should hope to see some movement at wide receiver and EDGE soon, considering they need multiple players at those positions.
As this process drags on, fans should feel more pessimistic about the 2025 free agency period. No one expected the team to rebuild in an offseason, but the front office isn't doing hot-seat head coach Brian Callahan any favors. Based on the early results, we could be headed toward another season of disappointment and change, which could lead to more growing pains, leading to more rebuilding.
