The United Nations Independent International Fact-Finding Mission on Iran has released an advance summary of its findings ahead of its full report to be presented at the 58th session of the UN Human Rights Council. The report, based on over 38,000 pieces of evidence and 281 witness testimonies, confirms that the clerical dictatorship continues to commit gross human rights violations and crimes against humanity in the wake of the 2022 protests sparked by the death of Jina Mahsa Amini.

The Fact-Finding Mission (FFM) found that State authorities systematically used lethal force, torture, and arbitrary detention against protesters and dismissed extrajudicial killings as “suicides.” It also revealed that mock executions were widely employed as a form of psychological torture in detention centers.

“Two and a half years after the protests, women and girls continue to face systematic discrimination, both in law and in practice, particularly regarding the mandatory hijab,” the report states. It further exposes the regime’s deceitful tactics, as despite Masoud Pezeshkian’s hollow campaign promises to ease hijab enforcement, the Iranian regime has doubled down on its oppression, imposing even harsher laws, intensifying surveillance, and escalating its brutal crackdown on women’s rights activists in a desperate bid to crush any form of defiance.

The mission also found that State repression has extended beyond Iran’s borders, with authorities targeting dissidents, activists, and journalists abroad to silence criticism. “Judicial harassment of victims and their families continues, creating a climate of fear and systematic impunity,” the FFM reported. The crackdown includes intensified online surveillance and digital restrictions, further suffocating any avenues for dissent.

The report also states that the Iranian regime’s judiciary remains deeply compromised, failing to provide victims any path to justice. The State-appointed Special Committee on the 2022 unrest has offered no meaningful accountability, instead working to suppress calls for justice. The FFM asserts that domestic mechanisms remain wholly inadequate, requiring international legal action to hold Iranian officials accountable.

“Considering the gravity of its findings, the mission recommends continued international scrutiny of Iran’s human rights violations and the establishment of an independent body to follow up on its work,” the report concludes. This proposed body would investigate ongoing crimes, collect further evidence, and cooperate with international judicial authorities to ensure accountability.

The full UN report and roadmap for accountability will be released on March 18, 2025.
