Official: Iran deports 8,000 migrants from Semnan in one year

TEHRAN — Iranian authorities deported 8,000 undocumented migrants from Semnan province in the 1403 solar year (March 2024 – March 2025), according to Mohammad Javad Kolivand, the governor of the province.

Speaking at a meeting of the Foreign Nationals and Immigrants Organization, Kolivand said Iran has introduced a new migrant management directive aimed at addressing employment and housing concerns. He expressed confidence that its implementation would resolve key issues related to migration in the province.

Kolivand emphasized the need for a transparent and systematic process for issuing work permits to foreign nationals. He said that all information on individuals receiving permits must be reported to local authorities to ensure stricter oversight of migrants.

Regarding undocumented migrants holding census identity documents, Kolivand announced a new directive set to take effect in the next solar year (March 2025 – March 2026). He stated that individuals who received census identity documents must comply with the registration process as per the Ministry of Interior’s guidelines. Those failing to register within the designated timeframe will be classified as unauthorized migrants and subject to legal action.

The governor also revealed that 18,000 migrants in Semnan currently hold census registration cards. He urged them to participate in the upcoming registration process to avoid being deemed illegal residents.

According to Iran’s state news agency IRNA, Semnan ranks second in the country—after Qom—in terms of migrant population. The province hosts approximately 35,000 migrants, with more than 10,000 foreign-national students enrolled in local schools.
