LONDON — Keir Starmer didn’t have much of a political honeymoon after becoming Britain’s prime minister last summer. The Labour Party leader slipped from fresh face to beleaguered incumbent in just weeks, posting some of the lowest approval ratings ever for a new premier by the end of the year.
