Several Premier League and Serie A clubs are in favour of closing the summer transfer window before next season starts on August 16.
The 20 Premier League clubs will vote on the proposal at their next meeting on Thursday when a super-majority of 14 would be required for it to be passed.

Italian clubs are also believed to be in favour of bringing the closure of the window forward to mid-August, rather than the usual late August or early September closing date. It is unclear whether La Liga, the Bundesliga and Ligue 1 would follow suit.
The Premier League's official start date is August 16 but the past four seasons have commenced with a Friday night fixture, which would be on August 15. The transfer window could then close on August 14. The Premier League has been approached for comment.
Premier League clubs' final game of the current season is on May 25 and there would be 81 days until the window's potential closing date of August 14.
Premier League clubs voted for an early closure ahead of the 2018-19 season, which started on August 10. The window also closed before the 2019-20 season began but the Covid-19 pandemic's impact on the schedule, with a four-week gap between seasons, effectively scuppered the shortened window.
United opposed the early-August closure in 2018 and the transfer window remained open for the rest of August for the other four major European leagues.
Jose Mourinho, the United manager at the time, was in favour of bringing the closing date forward but warned that English clubs would be at a "disadvantage".
"When the decision is not uniform around Europe and all the championships, we are opening a disadvantage for the English clubs," Mourinho said in September 2018.
"That was the reason why Manchester United voted against: because there is another element.
"The market will be closed for us and is open for others and they can come to the English clubs, buy players, and they can leave English clubs without the possibility of a big action. So it's another element of weakness."
United endured a fraught end to the 2018 summer window as the club failed to sign a centre back. United explored the possibility of signing Toby Alderweireld, Harry Maguire, Diego Godin and Yerry Mina while Mourinho's recommendation of Jerome Boateng was vetoed by executive vice-chairman Ed Woodward.
Romelu Lukaku left United for Inter Milan on August 8 2019, a day before the transfer window shut for Premier League clubs.
The lateness of the Lukaku deal effectively prevented United from signing a replacement and they had to wait until the January transfer window to sharpen their attack with Bruno Fernandes and recruit Odion Ighalo on loan.
United transferred Chris Smalling, Matteo Darmian and Alexis Sanchez to Italian sides in late August 2019 as the window remained open for Serie A clubs.
