USAID Freeze Puts Key Ukrainian Reforms and Humanitarian Efforts at Risk

The sudden suspension of USAID funding is sending shockwaves across Ukraine, halting projects in healthcare, energy and anti-corruption reform. While alternative funding sources are scarce, the situation presents opportunities for both allies and malign actors alike.

On 17 February 2025, Open Space Works Ukraine and the Public Initiatives of Ukraine network presented the findings of a rapid assessment on the impact of abrupt USAID funding cuts on Ukrainian civil society organisations (CSOs). The survey, which covered 73 organisations, revealed severe financial difficulties, forcing many to lay off staff, suspend programmes and urgently seek alternative funding.

Key findings indicate that 25% of organisations plan to reduce staff, 19% will introduce unpaid leave and 14% intend to shut down specific programmes. Meanwhile, 75% of CSOs are actively looking for new funding sources, adapting by shifting to business models, streamlining programmes, and engaging local donors.
