SINGAPORE - ST Engineering announced on the Singapore Exchange on March 26 that they have formed a joint venture with the Home Team Science and Technology Agency (HTX).
Called Codex Solutions, the company will focus on developing and maintaining in-house software capabilities for the Home Team.
It has an initial paid-up capital of $10 million, with HTX holding a 40 per cent stake.
The remaining 60 per cent is held by ST Engineering Mission Software & Services, a subsidiary of ST Engineering.
HTX is a statutory board formed in 2019 and is responsible for providing innovative solutions for the Home Team departments.
The agency has been involved in projects including the Immigration and Checkpoints Authority’s new clearance concept that taps biometrics, an automated drug-testing toilet for the Singapore Prison Service, and development of cyborg cockroaches for rescue missions.
It also launched the Home Team AI Movement in June 2024 to accelerate the development and delivery of AI capabilities.
The new partnership will see a significant portion of critical systems for the Home Team kept in-house, while allowing any updates to these systems to be developed and deployed faster.
In a release on March 26, ST Engineering said it will help develop tailored and integrated solutions, while HTX will bring its expertise in product innovation and management, and governance.
Mr Ravinder Singh, ST Engineering’s President for Defence and Public Security, said it has been building capabilities to support homeland security agencies over many years.
He said: “The formation of this joint venture builds on this foundation, leveraging our experience to deliver significant capabilities to HTX and the Home Team.”
HTX said the joint venture will give them greater control over the developments to better respond to the needs of the Home Team.
HTX’s chief executive Chan Tsan said: “The move to set up this joint venture is just one of the many ways HTX is proactively creating new in-house capabilities that would allow us to better fulfil our mission of making Singapore the safest place on the planet.
“We are delighted to partner ST Engineering because they have a strong track record in this area and are a key industry player in the homeland security space.”
