Undercharged: Energy, Climate, and the Evolving Transatlantic Relationship

As U.S. and European policies evolve under new governments, there will be opportunities for cooperation as well as triggers for conflict. The approach that the United States and European Union will take on energy and manufacturing supply chains will be a key element of the transatlantic relationship. The central challenge facing the United States and Europe is whether they can develop globally competitive green industries in the face of intense competition on price, quality, scale, and speed from China and other Asian suppliers.

This report assesses the approaches to clean technology in the United States and Europe and how both powers are approaching the challenge China poses. This analysis begins with an assessment of where each power stands in relation to upcoming energy and climate policymaking and closes by looking at opportunities for the European Union, United States, and transatlantic cooperation.
