The initiative, first reported by Axios, represents an aggressive expansion of digital surveillance in the wake of the October 7, 2023.
The Biden administration, facing political pressure over its handling of campus protests and accusations of rising anti-Semitism, has embraced a “whole-of-government” approach in collaboration with the Department of Homeland Security and the Justice Department.
Officials say the AI system will scan vast amounts of online data to detect signs of ideological alignment with Hamas or participation in what the administration defines as “anti-Semitic activities.”
Those flagged by the algorithm could face immediate visa revocation, deportation, or denial of future entry into the U.S.
While the program’s exact mechanisms remain undisclosed, sources suggest it will draw from AI’s ability to analyze sentiment in online posts, track digital associations, and cross-reference government watchlists.
Critics, however, warn that such tools often lack nuance, raising concerns about false positives, misinterpretation of political speech, and potential violations of free expression.
The State Department’s move comes amid a broader crackdown on dissent within U.S. institutions. President Trump, in a fiery address earlier this week, announced that federal funding would be cut from universities that allow “illegal protests” against Israel.
“Agitators will be imprisoned or permanently sent back to the country from which they came,” Trump declared on Truth Social. “American students will be permanently expelled or, depending on the crime, arrested.”
The crackdown follows a surge of protests on college campuses, where students have rallied against U.S. support for Israel’s genocide in Gaza.
Critics argue that targeting foreign students for expressing political views, especially through opaque AI algorithms, sets a dangerous precedent.
The Catch and Revoke program also raises legal concerns. Under the Immigration and Nationality Act of 1952, the Secretary of State has broad authority to revoke visas for national security reasons. However, civil rights advocates argue that using AI to monitor political speech risks undermining constitutional protections.
With an estimated 1.5 million active student visas in 2023, the AI initiative has the potential to impact thousands. Whether it will lead to increased security or widespread civil liberties violations remains to be seen.
