Today, the European Commission proposed the delay of the enforcement of fleet limits for car manufacturers from this year to 2028. This would give manufacturers an extra three years to comply with the mandatory CO2 reduction targets.
EU fleet limits set the maximum average CO2 emissions allowed for newly registered vehicles from each car manufacturer. These limits, introduced in 2019, are designed to decrease every five years until they reach 0g CO2/km by 2035.
MEP Sara Matthieu, Greens/EFA Coordinator in the Committee on Environment, Climate and Food Safety (ENVI), comments:
“With its constant backtracking, the Commission is creating chaos and uncertainty. The 2025 fleet limits have been on the table since 2017, yet now, at the last minute, they’re being pushed aside.
“E-mobility is gaining momentum, but instead of accelerating progress, the Commission is slamming on the brakes and putting the long-term competitiveness of our automotive industry at risk. Manufacturers trusted EU policies, investing heavily in e-mobility and CO₂ reduction.
“Now, with this abrupt U-turn, the Commission is penalizing those who played by the rules and distorting competition. Decisions like this don’t just weaken policy, they erode trust in European politics and damage the EU’s credibility.”
