The Russian government has filed complaints with the U.N. and the U.S., accusing Ukraine of violating a moratorium on strikes against its energy infrastructure, according to Russian Foreign Minister Sergey Lavrov. On April 1, Moscow and Kyiv again traded accusations that the other attacked its energy facilities. Russia’s Defense Ministry claimed that Ukrainian forces attacked an electrical substation in the occupied part of the Zaporizhzhia region and a transformer substation in the Belgorod region, while Ukraine’s Foreign Ministry said Russian forces had damaged an energy facility in Kherson, leaving 45,000 people without power.

Lavrov said on Monday that Russia’s energy facilities have had “only a one- or two-day break” since Moscow and Kyiv agreed to a moratorium on strikes against this infrastructure. The Kremlin has reportedly shared a list of these attacks with U.S. National Security Advisor Mike Waltz and with Moscow’s representatives at the U.N. and the OSCE. Lavrov claimed that the attacks “show what the word of the current Ukrainian authorities is worth — if we can even call them ‘authorities.’”

In late March, Russia and Ukraine separately agreed with the United States not to strike each other’s energy infrastructure. However, since the agreement, both sides have repeatedly accused each other of violating its terms.
