On March 27, at the invitation of the National Defence College-Uganda (NDC-U), Chargé d'Affaires ad interim of the Chinese Embassy in Uganda, Mr. Fan Xuecheng, delivered a thematic lecture on Major-Country Diplomacy with Chinese Characteristics to the Senior Officers' Strategic Thinking Class. The lecture was attended by Major General Okello, Commandant of the NDC-U, along with 22 brigadiers and senior colonels.

Mr. Fan highlighted the theoretical framework, rich connotations, and successful practices of Xi Jinping Thought on Diplomacy. Drawing on China’s historical mission of striving for national independence, people’s liberation, national development, and the great rejuvenation of the Chinese nation. He elaborated on a comprehensive overview of the distinctive features and original aspirations of Major-Country Diplomacy with Chinese Characteristics. He also introduced the key outcomes of the Forum on China-Africa Cooperation (FOCAC) Beijing Summit and the latest highlights of the China-Uganda Comprehensive Strategic Cooperative Partnership.
Mr. Fan took questions from faculty members and students on important issues, including China-U.S., China-Europe, China-Russia, and China-Africa relations, as well as the Taiwan question, the Ukraine crisis, U.S. policy toward Africa, and the situation in eastern DRC.
Prior to the lecture, Mr. Fan met with Major General Okello.
