Everton’s defeat to Liverpool proved that, as if not for refereeing errors, David Moyes’ side might be walking away from Anfield with a point.
Although it’s the referee who makes these mistakes, the FA instructs officials on the rules laid out.

Joe Hart suggests ‘problem’ with FA rules after Everton affected
As the rulebook has been seemingly chopped and changed for a long time now, it’s clear a discussion is needed.
Not only did referee Sam Barrott make a mistake with the offside, but James Tarkowski wasn’t sent off for a tackle, which seemed an obvious dismissal in the eyes of most fans.
Joe Hart decided to focus more on the Diaz incident and actually disagreed with Mark Clattenburg saying Diaz was offside.

Analysing the game on Match Of The Day, the former Man City goalkeeper said, Moyes needs to have talks with the FA to solve the inconsistent rules.
“Arne Slot is bang on,” Hart said.
“When the ball is played, Luis Diaz is making no attempt to stop Tarkowski from getting that ball.
“I think there’s a problem with the rules that Moyes will have to have a conversation but from a lawful point of view, it’s a perfectly good goal.”

Something needs to be done, as the inconsistency in the top flight is getting tiresome.
Everton seems to have major errors occurring week in, week out, but this decision has just ruined what was a spirited performance.
Not only this but the wait goes on for Everton to mathematically secure their safety which is still on Moyes’ mind.
Even Arne Slot has sympathised with decisions affecting Everton, but it’s the FA that has to answer.
The rules have been made clear, the FA have a share in the Premier League, this means certain actions can only be taken with the FA‘s approval.
All Premier League rule amendments require the consent of the FA board, which means if Hart is right and Moyes wants a change, it could be a long process, adding to the Scotsman’s frustration.
This specific situation can’t be resolved now, but a lesson needs to be learn, and the FA have the power.
