Ruben Amorim says Aston Villa has the "stability" to be successful and wants Manchester United to be in a position to fight alongside them for "first places."
Villa travel to face a wounded United on the final day of the season tomorrow with Champions League qualification on the line for Unai Emery's side.
They face a United team that has had their worst season in Premier League history with the club closer to the relegation zone than the top five.
Amorim has the support of United's hierarchy to try to transform them back into a major force, but it looks a long road back.
Villa, meanwhile, are hoping to secure Champions League football next season and a win at Old Trafford has to be their objective if they are going to pull it off.
But asked whether Villa can be a blueprint for United, Amorim said: "They have stability, they are used to fighting for the first places.
"We want to do that also, but there are a lot of things that are really good with this kind of club, but when you’re in this situation, you feel it will take time.
"We will improve. It’s not [how many] windows and sometimes we don’t know. Things can change fast. I cannot say how many windows or how many years to reach that point but we can improve, that is clear."
United have nothing to play for apart from trying to salvage some form of pride from a dreadful campaign.
Signing off with a win in their last home game of the season would help lift some of the gloom felt after losing the Europa League final to Spurs on Thursday.
Once that is out of the way, United will then look to plan how they attack this summer's transfer window.
Amorim said: "We have this game against Villa and we need to focus on that it is not over.
"We want to finish in a good way in front of our supporters.
"Then after we will assess the squad. We know what we want to do. We will deal with that when the season is finished."
