A 53-year-old man has been arrested after a car ploughed into a crowd of people during Liverpool's Premier League victory parade. Merseyside Police said the suspect was white, British and from the Liverpool area and they believe he is the driver of the vehicle.
They are not looking for anyone else and are not treating it as a terrorist incident. Twenty seven people were taken to hospital and 20 were treated at the scene. Two people were seriously injured, including one child.
The Prime Minister spoke of "appalling" scenes as witnesses described a people carrier ploughing into crowds of people who had been celebrating in the city centre. Liverpool Football Club said it was in contact with the force and would "continue to offer our full support to the emergency services and local authorities who are dealing with this incident."
The crowds tried to stop the driver who was detained by police. Emergency services were quickly at the scene and several casualties were seen being taken away by ambulances.
A large police cordon was put in place on Water Street and emergency vehicles could be seen lining the road. A conscious man on a stretcher was seen being put into an ambulance and the paramedic told police he believed the Liverpool Royal Hospital may be overwhelmed.
Police officers lined the junction of Castle Street and Water Street and firefighters were also on scene. Emergency vehicles including ambulances were allowed out of the cordon.
Harry Rashid, 48, from Solihull, was at the parade with his wife and two young daughters when he witnessed the collision.
"This grey people carrier just pulled up from the right and just rammed into all the people at the side of us.
He added: "It was extremely fast. Initially, we just heard the pop, pop, pop of people just being knocked off the bonnet of a car."
Another witness, who was walking with a group of friends, said he saw a car "speeding up" and hitting pedestrians.
The man, who gave his name as Mike Maddra, told PA news agency the "car turned left, mounted pavement, come towards us and runs towards the buildings".
He said "we got out the way and it was speeding up".
Mr Maddra said he thought he saw two people being hit and added, "it looked deliberate" and "it has just ruined the day really".
Matt Cole, reporting for the [BBC](https://www.dailypost.co.uk/all-about/bbc), said: "Just after 18:00 a car drove down Dale Street towards the Strand. This was about 10 minutes after the bus carrying the Liverpool team had passed by. Thousands of people were walking down Dale Street when a commotion broke out and people began screaming as a car drove through the crowd.
"I grabbed my daughter and dived out of the way. The car carried on, as it passed by men gave chase, the rear window was broken.
"An ambulance trying to make its way through the crowd was forced to stop by the size of the crowd and this formed a barrier in the road which forced the car to stop."
In a statement, Sir Keir Starmer said: "The scenes in Liverpool are appalling - my thoughts are with all those injured or affected."
Councillor John Hughes estimated in excess of one million people were attending, beating the 750,000 present for the 2019 Champions League parade.

Everton FC has issued a statement. It posted on social media: "Our thoughts are with all those who have been affected by this serious incident in our city."
Prime Minister Sir Keir Starmer said: "The scenes in Liverpool are appalling - my thoughts are with all those injured or affected.
"I want to thank the police and emergency services for their swift and ongoing response to this shocking incident.
"I'm being kept updated on developments and ask that we give the police the space they need to investigate."
