Bills OTAs Reveal Early Receiver Depth Chart

Wide receiver was an obvious position of need for the Buffalo Bills entering the offseason, and while Buffalo didn't add a top-end talent at the position, it added a few names into the mix to compete for playing time.

The Bills didn't select a receiver until the seventh round of the 2025 NFL Draft, adding Maryland's second-leading receiver in Kaden Prather, who never amassed more than 666 yards and five touchdowns in any of his four collegiate seasons cross two schools.

The Bills also added a trio of receivers in free agency, with the big-ticket name being Joshua Palmer, who signed a three-year, $29 million deal with the Bills. The Bills also added former second-round pick Lavish Shenault Jr., who has struggled to make a meaningful contribution to three franchises since leaving Jacksonville.

Then, there's former AFC East rival Elijah Moore. Moore was one of the more under the radar signings for the Bills. The Bills picked up Moore on a one-year deal with just a $2.5 million salary.

Moore was also a former second-round pick, being taken with the No. 34 overall selection in 2021 by the New York Jets. Moore spent two years in New York before spending the last two seasons with the Cleveland Browns, where he was targeted over 100 times in each of his two seasons.

Given Moore's low salary, it was uncertain how high in the pecking order he'd be. Bills OTAs have given us a small look into where he stands. Reporters are prohibited from saying where players are lining up and who is with the first or second units. Head coach Sean McDermott said there isn't really a depth chart at the moment, only acknowledging that Josh Allen will be a first-team player.

With that fact in mind, we do know that Moore and Allen connected on several passes in the first on-field practice of the offseason, according to Sal Cappaccio of WGR 550.

At bare minimum, this tells us that Moore is receiving portion of first-team offensive reps. The Bills inked budding star Khalil Shakir to an extension this offseason, but Shakir is primarily deployed in the slot.

Moore will be competing with 2024 second-rounder Keon Coleman, the aforementioned Palmer, Prather and Shenault, and Curtis Samuel for reps on the outside.
