Current holder and Barcelona's teenage megastar Lamine Yamal has also made the shortlist, and could become the first two-time winner.
The award, founded by Italian newspaper Tuttosport, is given to the best European men's player under the age of 21, with journalists voting using a points system.
An English player has won the award on three occasions: Jude Bellingham in 2023, Raheem Sterling in 2014 and Wayne Rooney in 2004.
