The Blues wanted to sign Gittens in time to be registered in their squad for the revamped tournament in the United States of America which gets underway this weekend.
However, Chelsea were forced to admit defeat in their attempts to land the 20-year-old before the first of this summer’s transfer windows closed at 7pm BST.
After having a £29.5m opening bid rejected, the Conference League winners reportedly returned with two further offers, but none matched Dortmund’s apparent asking price of £55m.
As a result, Gittens will be staying in Germany - at least for the time being - and could even come up against Chelsea later this summer having been included in the Dortmund squad for the Club World Cup.
This comes after winger was spotted leaving the training ground amid an apparent frustration at how the day had developed.
Also in the Dortmund squad is new signing Jobe Bellingham, younger brother of Real Madrid and England star Jude, after he completed his move from Premier League newboys Sunderland.
However, captain Emre Can will not feature in the tournament as his adductor problems have not yet fully healed. In addition, Salih Ozcan misses out after suffering a hamstring injury whilst on international duty with Turkey over the past week.
