David Moyes' side are now set to step up their interest in Jack Grealish as they look to bolster their squad.
Southampton knocked back Everton's latest offer for Dibling worth around £40million on Monday.
The Saints have since responded with a proposal of their own for the sale of the 19-year-old.
Their £50million counter-offer consisted of an initial £45million plus £5million in add-ons and a 25 per cent sell-on clause.

In response, Everton are expected to turn their attention to Manchester City's Grealish.
The three-time Premier League winner is out of favour at the Etihad Stadium after being left out of their Club World Cup squad.
As a result, he is set to leave the club this summer four years on from completing a £100million move from Aston Villa.
Everton have held an interest in Grealish, who has two years left on his City deal, for much of the transfer window.
Tottenham previously eyed a potential move for the 29-year-old alongside clubs in Europe and Saudi Arabia.
Grealish scored three goals and provided five assists in 32 appearances across all competitions last season.

The former Villa man has also lost his place in the England squad amid his City struggles.
He has yet to be called up by new Three Lions boss Thomas Tuchel, with his last involvement back in October last year.

Meanwhile, Moyes has already been busy in the transfer market this summer.
The Toffees are closing in on their fifth signing after agreeing a £30million deal with Chelsea for midfielder Kiernan Dewsbury-Hall.
If completed, his arrival would take their spending to £80million ahead of the new season.
Thierno Barry, Adam Aznou and Mark Travers have all already joined the club.

Carlos Alcaraz's loan from Flamengo has also been made permanent after an impressive initial spell last term.
Everton begin the new season away to newly-promoted Leeds on August 16.
They will then play their first home match of the campaign against Brighton six days later.
The fixture will be the first at their new 52,769-capacity Hill Dickinson Stadium after leaving Goodison Park in May.
