The Swede becomes the first of the six members of staff who left the club and moved to Chelsea almost three years ago – led by Graham Potter – to return.
He first joined the Seagulls alongside Potter and Billy Reid in 2019 and had one game in caretaker charge, away to Leicester, when his colleagues were ill.
Academy manager Ian Buckman said: "We are absolutely delighted to welcome Bjorn back to the club.
“He is a popular figure with players and staff who aligns with our vision and values for the development of our young players.
“Bjorn brings outstanding knowledge and experience having worked at Premier League and Champions League level, and he will undoubtedly impact our scholars through this key period of their development. We are excited to have him working with us in the academy.”
The 18s were coached by Inigo Calderon until midway through last season.
Many of the current crop had good pre-season experience last week when they played Isthmian premier outfit Whitehawk in a well-contested friendly.
