A 22-man squad was submitted by Spurs for the match which included Bissouma, however Thomas Frank revealed at his pre-match press conference that the midfielder has now been punished for repeatedly being late.
"Bissouma has not travelled due to disciplinary reasons," the Spurs boss said.
Pressed on what those reasons were, Frank added: "He's been late several times and now this time, the latest time, was one too many.
"I think with everything you need to give your players a lot of love. [But] also have demands and also needs to be consequences, and this time there was a consequence for that."
Bissouma has started only one pre-season match for Spurs this summer, lining up against Luton last month when the club played two fixtures on the same day.
The midfielder's long-term future in north London remains uncertain, having entered the final 12 months of his current contract.

Spurs begin their Premier League campaign at home to Burnley on Saturday and Frank provided no guarantee that Bissouma will come straight back into the squad when asked what the midfielder needed to do to repair the relationship.
"For me there's been a consequence for this trip," Frank said.
"And then I'll follow up when I come home. I park it now because there's a relatively important game for tomorrow."
