United are understood to be considering their options with Sancho, who spent the 2024/25 season on loan at Chelsea.
He won the Conference League with the Blues, scoring five goals and assisting ten others in all competitions.
Chelsea had an obligation to buy him for £25m but instead chose to pay a £5m penalty fee.
A move to Roma would offer Sancho Europa League football for the new season.

The 25-year-old completed a £73m move to United in 2021, so a £20m sale would see the Premier League giants make a huge £53m loss.
Sancho was formerly part of the Manchester City academy before he moved to Borussia Dortmund in Germany.
With 53 goals and 67 assists across all competitions, he became one of the most exciting young talents in European football.
However, the switch to United brought its struggles as he netted just five times in his opening season.
Sancho then fell out with former boss Erik ten Hag at the beginning of the 2023/24 campaign and was banished from the first-team.
He claimed to have been made a scapegoat by the Dutchman after being criticised for his performance in training.

A loan move back to Dortmund followed in the second half of the season, during which he reached the Champions League final.
And after his loan spell with Chelsea, Sancho now looks set to end his chapter at United.
What's next for Sancho?
Roma finished fifth in Serie A last season, just one point outside the Champions League qualification spots.
Former Atalanta manager Gian Piero Gasperini has been appointed as their new head coach.
Stephan El Shaarawy and Matias Soule are current winger options at Roma, who also have Evan Ferguson on loan from Brighton.
Sancho would therefore have competition for a starting role, but is likely to get more minutes in Italy than he would at United.

Turkish giants Fenerbahce, led by former Chelsea and United boss Jose Mourinho, have also held interest in Sancho.
West Ham were also keen after Chelsea chose not to take up their obligation to buy.
