Midfielder Jacob Ramsey is on the verge of joining Newcastle for a minimum £39million fee, while winger Leon Bailey is in talks over a loan switch to Roma.
Speaking on the eve of the new Premier League season, Emery effectively issued a “trust us” message to supporters after a summer in which their business has been heavily restricted by Uefa’s financial fair play rules.
Forward Evann Guessand, who is poised to make his debut in Saturday’s season opener against Newcastle, has been their only big money arrival.
Ramsey’s meanwhile, is their first significant sale with Emery saying it was “not necessary” to make any further sales to comply with Uefa’s regulations.
The Spaniard, meanwhile, pointed out both he and Villa’s president of football operations, Monchi, have typically been used to operating on tight budgets throughout their careers.
He said: “My experiences in football, 20 years as a coach, was to live different moments and a lot of moments like we are living here.
“Getting balance with the players we had in Valencia, in Sevilla and in Villarreal - very good teams, but not top teams, when comparing with Real Madrid and Barcelona.
“I only had a little bit more possibility to spend money with a big power when I was in PSG, in France.
“With Mochi, he has a lot of experience as well managing, sometimes selling players, buying players, promoting young players and trying to work with them to get the level we need or we have to get.
“Here it is the same, sometimes we have to sell, we have to promote young players, we have to be as well sometimes alert in case some very good players we are selling.”
While talk of financial fair play has dominated Villa’s summer, Emery insisted he was “not frustrated” by the rules.
Internally, meanwhile, there is satisfaction at keeping together the core of the squad during a window when several top players, including Ollie Watkins, Emi Martinez, Youri Tielemans and Boubacar Kamara, were targeted by rival clubs.
Kamara signed a new long-term contract last month, while talks over a new deal with Tielemans are also expected to ramp up.
Villa still have scope to target the loan market in the final weeks of the window and could free up extra cash by selling Alex Moreno and Leander Dendoncker.
But another purchase on the scale of Guessand, who cost an initial £23.5m from Nice, has been ruled out.
Asked what his message for supporters was at the start of his third full season at the club, Emery replied: “The fans have to be proud and they have to be consistent like we are. My message is keep being consistent.
“Of course, sometimes maybe we are higher or sometimes maybe we are a little bit down.
“But we have to be consistent and everything we are doing here is more than the result. The message is try to get emotions, to get feelings and I think they have that.
“Each match, each moment is my message for myself. I am trying to enjoy my moment every day, try to be happy when I am waking up and try to work with my responsibility getting the best here with Aston Villa.”
