Hull City will remain under a transfer fee restriction for two windows, with a third suspended for 12 months pending any further rule breaks.
Hull were hit with a transfer punishment from the EFL in July due to non-payment of money owed to Aston Villa for the loan of Louie Barry last season, as well as Manchester City for the loan of Fin Burns. There were claims that they owed money to local suppliers too.
The club appealed against the decision and, as debts were settled, owner Acun Ilicali and sporting director Jared Dublin - the former Stoke City head of recruitment - had been apparently confident they would be given the green light to trade normally.
Instead, they have been told today they not be allowed to pay any transfer or loan fees for the remainder of this summer and in the January window. Seven or more days of late transfer payments over the next year will see the ban extended to the summer of 2026 too.
The club also has to work under an EFL-approved business plan and every deal has to be signed off by the EFL's financial reporting unit before a player can be registered.
Hull have still managed to make 10 signings since being placed under restrictions, including seven free transfers and three loan deals, and are plotting more over the next few days up to the deadline. They have picked up four points from their opening two games, drawing with Coventry and beating Oxford.

A statement from Hull broke into capital letters at the end, saying: "Following our appeal to the club financial review panel, we have received confirmation that the three-window transfer fee restrictions imposed on us have been reduced to two windows, with the third window suspended. Our justification regarding the payment dates was not accepted by the panel.
"As we have demonstrated in recent weeks, we still remain able to sign players – either on loan or as free agents.
"We want to take this moment to sincerely thank all our fans for their unwavering support during these challenging times. Our unity and solidarity have shown the football world the strength of the Hull City family. CHALLENGES WILL NEVER BREAK US; THEY ONLY MAKE US STRONGER."

Sky has slashed the price of its Essential TV and Sky Sports bundle for the 2025/26 season, saving members £192 and offering more than 1,400 live matches across the Premier League, EFL and more.
Sky will show at least 215 live Premier League games this season, an increase of up to 100 more.
It is looking like Hull will not be allowed to register Gustavo Puerta nor Reda Laalaoui, who they thought they had signed early in the summer before the restrictions were put in place.
HullLive report: "City had made a bid to the EFL for them to allow Puerta's move to be completed, given they were confident of being able to sell him this summer, but the feeling is that the deal with Bayer Leverkusen will be scrapped and he will return to Germany.
"As for Laalaoui, there was a hope that the club could strike a deal with FC Rabot, which would see the midfielder join on loan instead of a permanent transfer until a fee can be paid, and it now remains to be seen if that can happen."
It adds: "The business the club have done so far has been very good. The likes of Oliver McBurnie, John Lundstram, Joel Ndala and Joe Gelhardt have all arrived despite those restrictions, with some fans suggesting it’s the club’s best window for a period of time.
"City’s squad is still fairly sizeable, too. Mohamed Belloumi is closing in on a return and could be in the squad to face Blackburn Rovers on Saturday. Liam Millar is expected back after the international break, and Eliot Matazo around Christmas time. (Manager, Sergej) Jakirovic will have no shortage of options, but he will be praying for good luck on the injury front.

"However you dress it up, this is not an ideal situation for the club and certainly, anything but a good look. There is probably a case for the EFL coming down hard on the club. Perhaps in light of events at Reading and Sheffield Wednesday, they're extra cautious, but it's hard to escape the fact the club have given them reason to be watching them quite so closely."
