The 2025 summer transfer window is well into its final two weeks and clubs across Europe are now scrambling to finalise their business before Deadline Day.
Premier League teams have once again been extremely active in the market as English top flight clubs continue to assert their financial dominance over the rest of world football.
Below, FootballTransfers ranks every Premier League club based on their business in the 2025 summer transfer window so far.
20. Newcastle
Newcastle United have simply had an awful transfer window. They were rejected by Bryan Mbeumo, Liam Delap, Joao Pedro, Hugo Ekitike, Benjamin Sesko and several others, while their prized asset - Alexander Isak - is now refusing to play for the club as he looks to join Liverpool.
Their window could be saved if they use the money earned through a potential sale of Isak to sign several eye-catching players, but it’s been a miserable window for the Magpies. Plus, they overpaid for both Anthony Elanga and Jacob Ramsey, as per their Estimated Transfer Value’s (ETV’s).
19. Brentford
Brentford have also endured a torrid few months in the market, notably losing star player Mbeumo to Manchester United, captain Christian Norgaard to Arsenal and manager Thomas Frank to Tottenham Hotspur. Yoane Wissa is also on strike as he looks to leave the club.
Caoimhin Kelleher is a nice replacement for Mark Flekken, while signing Michael Kayode on a permanent deal was smart business, but their departures have been notable and paying €42.8m for Dango Ouatarra looks absurd.
18. Crystal Palace
Crystal Palace’s transfer window has been fairly quiet so far, only signing Borna Sosa and Walter Benitez, while retaining the vast majority of their squad.
But, Eberechi Eze is on the verge of joining Arsenal and Marc Guehi has agreed to join Liverpool. Their squad looks incredibly light for a European campaign, and the lack of signings is a slight worry.

17. Wolves
Wolves have sold Matheus Cunha and Rayan Ait-Nouri, to Man Utd and Man City respectively, and although they earned a combined €111m through those departures, it’s still an undoubted blow.
Jorgen Strand-Larsen was excellent on loan last year and his arrival on a permanent deal is great news, although the rest of their business has been somewhat underwhelming.
16. West Ham
West Ham have stagnated over the past few years, and their business in the market this summer has been far from inspiring, with Mohammed Kudus’ move to Tottenham a real concern.
El Hadji Malick Diouf looks like a nice addition, however Jean-Clair Todibo failed to settle on loan last season and the jury is still out on Mads Hermansen as a Premier League goalkeeper.
15. Fulham
Fulham’s squad looks almost identical to last season, with back-up goalkeeper Benjamin Lecomte their only signing and Willian the only notable star to depart.
Their lack of reinforcements means they can’t be higher than 15th, but Fulham have kept their most important players and Marco Silva remains in charge.
14. Leeds
Leeds have retained the vast majority of their Championship-winning squad, while adding smart signings such as Sean Longstaff, Anton Stach and Jaka Bijol.
Lukas Nmecha and Dominic Calvert-Lewin have also arrived on free transfers, but Leeds arguably need to sign a top striker if they want to stay in the Premier League.
13. Bournemouth
Bournemouth have been pillaged this summer, with Milos Kerkez, Dean Huijsen, Ilya Zabarnyi and Dango Ouatarra all leaving the club after impressive 2024-25 campaigns.
However, they earned €215.2m through their departures and they have reinvested some of that money into the signings of Bafode Diakite, Djordje Petrovic, Ben Doak, Amine Adli and Adrien Truffert. Smart business.
12. Burnley
Burnley have backed Scott Parker in the market following their promotion from the Championship, with Kyle Walker adding vital experience in defence, Lesley Ugochukwu providing quality in midfield and Armando Broja among their exciting attacking additions.
Losing CJ Egan-Riley on a Bosman deal to Marseille is a massive blow, however, while Martin Dubravka simply isn’t as good as James Trafford, who left to rejoin Man City for €31.2m.
11. Brighton
Brighton & Hove Albion have once again been forced to sell this summer, with Chelsea lodging a successful €63.7m bid for Joao Pedro, and Simon Adingra among several other exits.
The signing of Maxim De Cuyper is an impressive one, while 18-year-old Charalampos Kostoulas is regarded as one of the best young striker prospects in Europe. Brighton haven’t set the world alight this window, but it’s been far from disastrous.

10. Man Utd
Man Utd sit in 10th place on this list, largely because of how much they overspent to sign Bryan Mbeumo, Matheus Cunha and Benjamin Sesko. All three players could prove to be excellent signings, but they cost a combined €49.6m more than their ETV’s.
Furthermore, Ruben Amorim’s side are yet to sign a replacement for Andre Onana in the goalkeeper position, or a new central midfielder. Their inability to offload unwanted stars is also noteworthy.
9. Nottingham Forest
After a sublime 2024-25 season, many expected Nottingham Forest to lose several key players, but the aforementioned Elanga is arguably the only notable star to have left.
Keeping hold of Morgan Gibbs-White is a major boost, while they have bolstered Nuno Espirito Santo’s squad with the expensive additions of Omari Hutchinson, Dan Ndoye, Arnaud Kalimuendo, James McAtee, Igor Jesus and Jair Cunha. McAtee, in particular, should be a fantastic signing.
8. Aston Villa
Aston Villa were forced to sell academy product Jacob Ramsey for PSR reasons, but his €45.2m fee is extremely reasonable, while they have added Nice striker Evann Guessand for €30m after he notched 21 goal contributions in 33 Ligue 1 games last term.
However, the most important aspect of their transfer window is that both Morgan Rogers and Ollie Watkins remain at the club.
7. Tottenham
Tottenham have enjoyed a fairly successful first transfer window under Thomas Frank, with Mohammed Kudus set to bolster their attack, Joao Palhinha a nice loan addition in midfield and Luka Vuskovic a future centre-back star.
Heung-min Son is a major departure, however he was on the decline last season and Mathys Tel’s arrival on a permanent deal should mitigate the loss of the South Korea legend.
6. Everton
Tying Jarrad Branthwaite down a new long-term contract, rather than selling him to a Premier League rival, has undoubtedly been Everton’s best piece of business this summer. However, the rest of their activity has also been largely positive.
Signing Jack Grealish on loan could prove to be a masterstroke, Kiernan Dewsbury-Hall is a smart acquisition in midfield, Adam Aznou is an extremely talented left-back, and Thierno Barry may be the answer to their centre-forward woes.
5. Chelsea
Chelsea have strengthened their squad with the signings of Joao Pedro, Liam Delap, Jorrel Hato and several others this summer, with Enzo Maresca’s squad now boasting quality throughout.
But, the Blues’ outgoings have arguably been more impressive than their incomings, with the club extracting huge fees for a host of unwanted stars, including Noni Madueke and Joao Felix. Xavi Simons and Alejandro Garnacho are also expected to arrive at the club before Transfer Deadline Day, but depth at centre-back is a slight concern after Levi Colwill’s injury, while the club have once again neglected the chance to sign a new goalkeeper.

4. Man City
Man City spent big during the January transfer window and they have once again backed Pep Guardiola in the market with several eye-catching signings this summer.
