Although the Cottagers have been restricted in the market, leading to Benjamin Lecomte being their only acquisition after the goalkeeper sealed a £500,000 switch from French outfit Montpellier, they still started the season with a draw against Brighton & Hove Albion thanks to Rodrigo Muniz's late equaliser last weekend.
The lack of activity has resulted in Silva conceding that Fulham's recruitment drive has not gone to plan and there is a necessity to bring in further reinforcements in the coming days, but the Portuguese tactician is also willing to sanction outgoings as he continues aiming to reshape his squad.

Pereira is set to quit Fulham after Silva has made the key decision to freeze him out of his plans, according to GMS sources, leading to the west Londoners frantically looking to bring in a replacement and secure additional fresh faces in the final stages of the summer transfer window.
The 10-cap Brazil international has entered the last 12 months of a contract which allows him to pocket £50,000-per-week, resulting in the Cottagers being eager to secure a fee for his services instead of putting themselves at risk of seeing him depart as a free agent at the end of the season.
GMS sources have been informed that Fulham are preparing to let Pereira leave, despite him being an attacking threat over the course of 37 appearances in all competitions last term, and there is optimism that he will agree a move within the next week after identifying potential landing spots.

GMS sources have been told that Pereira has started assessing his options after falling by the wayside in the capital and is expected to complete a move back to Brazil, where he previously enjoyed a spell with Flamengo, instead of joining one of Fulham's Premier League counterparts before the summer window closes.
The 29-year-old FA Cup winner has been with the Cottagers since July 2022, when he sealed a £10million switch from Manchester United, but there is a serious possibility that he has already made his final appearance for the west Londoners and will not feature against his former employers this weekend.
Silva is not planning to hand Pereira the chance to be a regular starter over the course of the new campaign, GMS sources understand, and he is putting pressure on influential figures behind the scenes to make at least three new signings despite being keen to give King the opportunity to enjoy a breakthrough season at Fulham.
Reiss Nelson could prove to be one of the eleventh-hour arrivals as GMS sources recently revealed that the Cottagers are poised to make a final call on whether to negotiate a fresh deal with domestic rivals Arsenal after injuries hampered his loan spell last term, but they need to be convinced that he can alleviate doubts over his fitness.
