After failing to separate himself in Green Bay’s battle for the third-string quarterback behind Jordan Love and Malik Willis, former Penn State quarterback Sean Clifford became a post-training camp cut for the second year.
The Packers waived Clifford, as well as running mate Taylor Elgersma, on Tuesday’s NFL cut-down day, according to NFL Network’s Tom Pelissero. If no other team claims him during the waiver process, the Packers could sign Clifford back to their practice squad.
The ex-Nittany Lion had a lackluster preseason showing, combining for 9-for-17 passing, 44 yards and no touchdowns across three games. He also ran seven times for 15 yards and a touchdown.
Green Bay made the same decision last season as Clifford lost the battle for the No. 2 job. The Packers traded with the Tennessee Titans for Willis, who impressed while filling in for an injured Love.
They brought Clifford back to the practice squad after he cleared waivers. He spent the entire 2024 season on the practice squad and was later elevated to the active roster for the playoffs, but Clifford did not throw a meaningful

At Penn State from 2017-2022, including four years as the starting quarterback, Clifford amassed 10,661 yards to finish his career atop the program leaderboard.
