Man Utd are prepared to let the youngster leave the club during the January transfer window.
The 22-year-old was officially recalled from his previous loan spell at fellow Championship club West Brom earlier this month after he suffered a fresh injury setback. United wanted to help Collyer in his rehabilitation from a calf injury before they decided what to do with his immediate future.
Collyer is now close to full fitness again and it has been decided he will be allowed to leave the club on loan for the rest of the campaign. United did not want to rush the decision while there was uncertainty over their managerial position, but will still allow the youngster to leave on loan after the appointment of Michael Carrick as their new head coach.

Collyer set for Hull spell after summer rejection
Hull City are set to secure the signature of Toby Collyer after he previously rejected a loan move to the Championship club in the summer. The Tigers had been 'quietly confident' they would sign Collyer on a season-long loan, only for the 22-year-old to join fellow Championship side West Brom instead. It is understood former United head of loans and pathways Jonny Evans played a key role in convincing the youngster to join his previous club.
Collyer made just 12 appearances for West Brom during an injury-stricken spell and was recalled from his loan earlier this to continue rehabilitation from a calf injury. It is understood the England youth international is now close to full fitness again and will be allowed to leave on loan early next week.
Speaking earlier this week, Hull boss Sergej Jakirović reiterated the United midfielder was keen on a move to the club. "We must wait for Man United for sure, but Toby wants to come," the Croatian told Hull Live. "This is good. It's always good when players want to come.
"We've spoken twice with Toby, and everything's good from us and from our side. It's good for Toby's side; now it's Man United's decision. Saturday, no, but maybe Preston if he will come, of course."
Collyer made 13 appearances for the United first team last season after he made his competitive debut for the club in the Community Shield defeat to Man City under Erik ten Hag. United sources initially stated Collyer could remain at the club for the remainder of the season, but he is now expected to be allowed to leave.
