It is claimed that Palmer is unhappy living in London, and his preference would be to move back to Manchester. He reportedly has no interest returning to his former club Man City but would love to play for boyhood side United if given the chance.
Chelsea not only have no interest in selling Palmer, but it would likely require a huge fee to even entertain the possibility. The 23-year-old is under contract until 2033, and it would likely take a club-record fee to sign him. It seems highly unlikely in a summer when United have other priorities to address, though the potential sale of Bruno Fernandes could theoretically pave the way for Palmer to replace him.
