The Old Trafford side have reportedly placed the England international high on their transfer shortlist ahead of the window and view Rogers as an ideal partner for Elliot Anderson.
United have earmarked the Nottingham Forest star midfielder as another top target for the summer but face stiff competition from bitter rivals Manchester City for his signature.
