The £62.5million January signing from Bournemouth hit his sixth City goal seconds before half-time with a poked finish from close range.
Leeds dominated the first half with a flurry of chances, but could not find a way past a resolute defence during the second.
City, who were without an injured Erling Haaland, have now won all of their last three league visits to Elland Road.
It's the first time they have triumphed in three consecutive trips to Leeds since 1928.

They have also extended their unbeaten run to six in the league - winning their last four.
Leeds boss Daniel Farke sent off by referee Peter Bankes at the full-time whistle.
Farke appeared to be furious over his decision-making and will now serve a one-match touchline ban.
No Haaland? No bother
The news of Haaland's absence before kick-off would have sparked a sense of worry amongst City.
He is the Premier League's top scorer on 22 goals, and has also assisted on seven occasions this season.
However, Pep Guardiola was able to work around his lack of fitness and opt for an attacking pairing of Semenyo and Omar Marmoush.

Karl Darlow was also on top form in goal for the hosts, but couldn't quite keep a clean sheet.
Rayan Ait-Nouri fired a low ball across the face of goal and found Semenyo, who crashed in for the winner.
City frustrated Leeds throughout the entire second half in their bid to hold onto the slender lead.
