The Albion back-up goalkeeper is part of a 35-man group for two forthcoming friendlies as Thomas Tuchel assesses World Cup options.
There is no place for Danny Welbeck ahead of games against Japan and Uruguay.
Steele, 35, is one of five goalkeepers, along with youngster James Trafford joining Dean Henderson, Jordan Pickford and Aaron Ramsdale.

He was initially asked about the chances of Welbeck being called in.
But he added: “I want to emphasise that we still have a great second goalkeeper with Jason Steele.
“Although he is not playing, he is incredible shape.
“When I see him training every day, that's just impressive and every time we need him, he's there.
“He showed really good performances in the FA Cup games so therefore he's a really good candidate as well.
“I like also Jack Hinshelwood at the moment, so there are several players from us who might have the opportunity to play for England.
“I 100% know they all would be very proud playing for their country but let's see what happens.”
There are suggestions he has been brought into the group with the prospect of him going to the World Cup as a training goalkeeper.
