Three Lions boss Thomas Tuchel has revealed the Albion goalkeeper could go to the World Cup in a support role.
But he wants to see how he fits into that around friendlies with Uruguay and Japan this month.
Tuchel named a 35-man squad for the two games and then explained not all the players would be together at the same time.
Some will join after the Friday night match against Uruguay.
Steele will be on board from the start.
When the summer tournament comes around, he could travel along with the three keepers who are registered to play.
Steele, 35, has never previously been called into a senior squad.
He played for Team GB at the 2012 Olympics and has 34 age-group caps, of which seven were with the under-21s.
Asked whether Steele would be going to the finals as an unregistered player, Tuchel said: “No one is on the plane to America. He is now with us in the March camp.
“England has a history of taking four goalkeepers to the tournament, which makes absolute sense.
“We identified Jason to be a very, very good candidate for this role.
“We wanted to try it and the trial is now in the March camp.”
