That’s according to Sky Sports Germany who claim talks between the Bundesliga club and Sancho's representatives have ‘already taken place’.
They say the ‘driving force’ is Hans-Joachim Watzke, that the BVB president ‘loves Sancho’ and that he is ‘working hard’ on a deal they describe as sensational.
The story says Sancho is fully informed of the situation and that the recent exit of sporting director Sebastian Kehl would not influence a free transfer.
Sancho spent a short time at Manchester City before moving to Borussia in 2017, where he spent four years, made 137 appearances, scored 50 goals and broke into the England set-up.
That earned him a big money move to Manchester United, where he signed a five-year contract as the second-most expensive English player of all time for a fee of £73million.

He has never recaptured his best form at Old Trafford and has had loans back at Dortmund, with Chelsea last season and Aston Villa this.
His current deal could expire this summer and while United do have a year’s option it has been reported they are not going to trigger it.
Reports emerged last week that Sancho prefers a return to Germany – and Sky Sports claim those negotiations are well underway.
Sancho has started eight Premier League games this season and has scored one goal and added three assists in 31 appearances in all competitions.
Last month Unai Emery was asked about signing Sancho permanently and he suggested a continued improvement would make him a player of interest: "He will need another contract, and maybe it could be here. If he plays his best football, we will want him. But also other teams could be involved in the interest for him."
