The 34-year-old has been playing for UAE outfit Arabian Falcons since September 2025, having been released by the Clarets at the end of the 2024/25 campaign.
But the midfielder has now called time on his playing career to take over as manager of the UAE Second Division side.
"I’m excited to take on this challenge and lead the Falcons forward,” Shelvey said.
"We have a talented group and a clear vision to achieve promotion and build something special in Dubai.
"My ambition is to climb to the very top of management and this is the perfect project to prove myself and what I’m capable of.”
Current manager Harry Agombar will step up to the role of sporting director, aged just 33.

Ex-Crystal Palace midfielder Jason Puncheon, meanwhile, serves as co-owner and head of football operations.
“Jonjo is the perfect fit for our project,” Puncheon said.
"His experience at the highest level, combined with his character and hunger, will inspire the team as we push for promotion and long-term success.”
Shelvey signed a short-term deal at Turf Moor in January 2025, but made just four appearances for Burnley, two of those coming in the cup, before his game time was cut short by injury.
Capped six times by England, the midfielder has also represented Charlton Athletic, Liverpool, Blackpool, Swansea City, Newcastle United and Nottingham Forest.
He also turned out for Turkish sides Çaykur Rizespor and Eyüpspor prior to his move to East Lancashire.
