Norway thought they had retaken the lead in the 55th minute but Torbjorn Heggem saw his goal ruled out for offside after Erling Haaland was penalised for a foul on Elliot Anderson in the build-up.
And England took full advantage of their let-off as Bellingham netted a winner in the 93rd minute.

Just like he was against Mexico, Burn was introduced late on to help the Three Lions see out their victory - and he duly delivered.
During his 24 minutes on the pitch, the Blyth-born defender made a massive contribution with nine clearances, two blocks and two completed passes.
Taking to Instagram after the game, Burn wrote: “Yes lads. Another step 🧱Unbelievably proud again 🦁”. The post received a warm response from several of his teammates.
Former Newcastle midfielder Elliot Anderson said “big Dan Burn man”, while Bellingham hailed Burn as a “hero”.
Burn and his England teammates now turn their attention to Wednesday’s semi-final clash with Argentina in Atlanta.
It is the second time in three World Cups that England have reached the last four. Should they overcome Argentina, they’ll face either Spain or France in the final.
