The 34-year-old right-back has agreed a two-year deal with Sunderland and his signing is expected to be confirmed in the next 24 hours.
Meunier is a free-agent this summer having left Lille at the end of last season. He appeared to be close to signing for Valencia but Sunderland pounced and the defender has arrived in the region this morning to finalise his move to the Stadium of Light.

Meunier is vastly experienced and was part of the Belgium squad at this summer's World Cup, where he made three appearances.
Prior to his two-year spell in France with Lille, Meunier played for Trabzonspor, Borussia Dortmund and PSG. He started his career at Club Brugge and has made more than 300 club appearances. He's also been a long-time fixture in the Belgium squad.
Meunier will provide competition and cover for Trai Hume and Nordi Mukiele, the latter who covered at full-back last season but played most of his football at centre-half.
