The decision was taken by the Ligue de Football Professionnel (LFP) after they carried out a pitch inspection on Wednesday, August 19.
Despite hosting Manchester United in a pre-season friendly two weeks before the new league campaign starts, the Parisians' playing surface has taken significant punishment from the weather.
According to an AFP analysis via Le Monde, France's latest heatwave - their third of the summer - started in late July and is yet to be declared over, while 7,300 excess deaths have been estimated.
The devastating weather was given as the cause of the pitch's deterioration, leading it to be deemed unsafe by authorities.
Announcing the decision, PSG wrote on their official website: "The latest heatwave, following a series of successive and exceptional heatwaves that have affected the Paris region this summer, has significantly accelerated the deterioration of the pitch at the Parc des Princes.
"The pitch is now severely damaged, just days before the Paris Saint-Germain – Stade Rennais match scheduled for Sunday, August 23.
"In light of this situation, the French Professional Football League (LFP), in consultation with Paris Saint-Germain, carried out an assessment of the condition of the pitch.
"This assessment concluded that the current conditions did not allow the match to be played under satisfactory conditions, particularly with regard to the safety and physical integrity of the players, which remain the absolute priority."
The French club went on to confirm they were aiming to replace their pitch before their next scheduled home fixture, against AS Monaco on September 4.
The LFP added: "It was determined that the current state of the pitch did not guarantee the safety of the players."
In Manchester United's friendly in early August, hosted by PSG, both Mason Mount and goalkeeper Tom Heaton were substituted because of injury.
