Tony Bloom says Albion will continue to evolve, invest and innovate to keep pace with the big guns in the Premier League.
The club chairman has overseen a busy summer in which Carlos Baleba is set to become the third important first-team player to be sold to a Prem rival.
Bloom made it clear last summer that Baleba would not be leaving at that time, despite interest from Manchester United.
United are now poised to pay a reported £70 million for the former Lille man.
Yankuba Minteh is wanted by Liverpool but Albion have also provided additions for Fabian Hurzeler, the head coach in whom Bloom placed his trust despite his lack of experience.
They have also spent a club record fee in bringing in Luka Vuskovic for £46 million from Spurs.
Writing in the first matchday programme of the season, Bloom told fans: “We believe there is more to come and we must continue challenging ourselves to improve both on and off the pitch.
“We know there are many clubs with similar ambitions and, in some cases, greater resources.
“That means we cannot afford to stand still. We must continue to evolve, invest and innovate while remaining true to the principles that have brought us this far.

Bloom said his greatest satisfaction was that Albion are progressing while staying true to the club’s values.
Four days after travelling to the Tromso away game on an EasyJet flight packed with supporters, he said togetherness between fans, players, staff and the wider community remained key to the club and would not be taken for granted.
Bloom saw his side beat Aston Villa 4-0 on the opening day of the Premier League season.
